Rules of Administration

1.1 - Inclement Weather and Field Conditions

  • 1.1.1 A game may be called off because of inclement weather or poor field conditions when agreed upon by majority of the coaches and the referee present ON THE SITE. A "no-show" team will forfeit the game.
  • 1.1.2 A game with two (2) quarters having been played that is called on account of bad weather or poor field conditions shall be considered as having been played. (Referee fee paid.)
  • 1.1.3 A game with less than two (2) quarters having been played that is called because of field or weather conditions shall not be recognized as having been played, and must be rescheduled and replayed from the beginning. (Referee fee paid.) See Rule 1.2.
  • 1.1.4 The fields can be 'closed' only by the appropriate Community Authority, and the association scheduler will be responsible for rescheduling the games.
    • 1.1.4.1 If the fields are closed, then the home team must notify the visiting team a minimum of 2 hours prior to the start of the scheduled game that its fields are closed. (Referee fee not paid.) See Rule1.2.
    • 1.1.4.2 Failure on the part of the home team to notify the visiting team that its fields are closed will be considered as sufficient cause for the home team to forfeit the game.

1.2 - Make up dates/Rescheduled Games

  • 1.2.1 Arrangements for scheduling make-up games must be completed by the "home" team (city) within one week of the original game date. If the "home" team does not reschedule this game within a week of the original game date, the home team shall forfeit the game. Be advised that this new date must fall within the time frame noted in Paragraph 1.2.2.
  • 1.2.2 All games make/up or rescheduled, must be played within 7 days after the last scheduled Saturday of the session.
  • 1.2.3 SRSL Game schedule changes are permitted only during the scheduling process, which is considered to be the time prior to and during the final League Director's scheduling meeting, the League Coaches meeting, and/or before the game schedules are made public. Once the final game schedules are made public, schedule changes are permitted, but only for emergency situations, weather related (inclement weather or unsafe field conditions) cancellations, exacting civil authority, or previously unannounced school functions. Any scheduling request changes to the final game schedules must be submitted in writing (via email) to the C & D Commission for their approval.

1.3 - Eligibility and Age Groups of Players and Team Sizes

  • 1.3.1 Any team playing a player who does not comply with Rule 1.3, without the written consent of the SRSL Directors, shall forfeit all past games played, and also any future games the player plays in. The SRSL Directors shall notify coaches in an age group of any exceptions.

  • 1.3.3 Any child playing on a travel team or other organized team is not allowed to be rostered or play on an SRSL team. (Active 'carded' players are prohibited.)
  • 1.3.4 'Select' teams or 'select' players are not allowed to play in any age group.
  • 1.3.5 Only players registered through the City/Community recreation department are eligible to play in the SRSL games.
  • 1.3.6 Permanent player transfers, "switching" or moving of players between or among teams can only be made with the approval of the SRSL Board.
  • 1.3.7 Every eligible child able to play, must play at least 1/2 the game. In the case of casts or other medical assistance equipment, padding and cover must be in such a way as to not be dangerous to the player or to other players.
  • 1.3.8 Overage players or Rosters exceeding the maximum size are not permitted on any SRSL team. Any variances must be submitted in writing (via email) to the SRSL Board for their approval.
  • 1.3.9 Team sizes (Maximum number of players on a team roster) shall be governed by the following:
    • 1.3.9.1 Teams authorized to field 6 players for a match, shall be permitted to have a total of 12 on the roster.
    • 1.3.9.2 Teams authorized to field 8 players for a match, shall be permitted to total 16 on the roster.

1.4 - Rankings, Awards, Patches

  • 1.4.1 Forfeit games shall be carried as a 0-4 loss, and shall count for 2 points in the standings, credited to the non-forfeit team.
  • 1.4.2 Standings for age groups within the League will be calculated after the Fall and Spring session using the following points system:
    • Win = 3 point
    • Tie = 1 point
    • Loss = 0 points
    • Should there be a Tie (equal points) at seasons end, it shall so stand.
  • 1.4.3 SRSL patches can be made available to SRSL members & guests.
  • 1.4.4 All awards, trophies and/or recognition's are the responsibility of the "Home" city/community, not the SRSL.
  • 1.4.5 Game scores must be updated on the Score Portal by the home team score representative within the system's deadline (7 days). (See Rule 1.6)
    • 1.4.5.1 Any Game Scores not submitted by the home team within the time frame indicated herein, shall be considered, by default, a forfeit by the home team, and said game shall be recorded as a 0-4 (forfeit) loss by the home team.

1.5 - Warning, Caution, Ejection, Goal differential

  • 1.5.1 A Warning shall be considered as a 'soft' caution, in which the offender is verbally told of his infraction but is not given a "card".
  • 1.5.2 A Caution or Yellow Card is given to offender for an infraction as per Rules/ Laws of the Game.
  • 1.5.3 An Ejection or Red Card is given to an offender- for a one (next) game suspension- for a most serious infraction of the Rules, Laws.
    • 1.5.3.1 The ejected person (player, coach, and spectator) must leave the field. Refusal will be cause for the team to forfeit the game.
    • 1.5.3.2 Serving ejections, red cards, are carried into the next season.
    • 1.5.3.3 Any player or coach receiving two (2) RED CARDS (Ejection's) in a season is ejected for the balance of that season and cannot be replaced.
  • 1.5.4 If a game is terminated by the referee because of fouls or misconduct, the responsible team shall forfeit the game.
  • 1.5.5 The Goal differential provision will be administered as follows;
    • 1.5.5.1 If a team wins by 6 goals, 2 points shall be counted for the win
    • 1.5.5.2 If a team wins by 7 points, 1 point shall be awarded for the win
    • 1.5.5.3 If a team wins by 8 or more goals it shall receive 0 points for the win; and it shall be so calculated for the standings for the session. See Rule 1.4.2
    • 1.5.5.4 Goal Differential Clause; if both coaches agree in the presence of the referee to set aside the goal differential provision before the game begins, then the goal differential provision (1.5.5) will be waived and suspended for that match. (The home team score representative must be notified and it must be noted on the SRSL standings report.)

1.6 - Home, Visiting Team designation, Responsibilities

  • 1.6.1 The HOME team is listed first on the schedule and is to provide the game ball, field, and referee. The visiting team is listed second.
  • 1.6.2 The Home team will change colors in the event that the jerseys are of similar color. The use of vests, bibs, etc. should be considered.
  • 1.6.3 The visiting team captain shall call the coin 'heads' or 'tails' while it's in the air. (See Law VIII).
  • 1.6.4 Each member league (city) of the SRSL shall be responsible for accumulating the 'home' game scores and appointing a representative to update these scores on the SRSL Score Portal within the system's deadline (7days). (See Rule 1.4.5)

1.7 - Tardy: Team, Referee, Fees

  • 1.7.1 The Soccer Referee Director for the 'Home' community will be responsible for assigning a referee to the match.
  • 1.7.2 The minimum Referee fee for a game in the SRSL is as follows (These are minimum SRSL game fees.):
    • Junior Fields (12 Minute Quarters) = $35.00
    • Junior Fields (15 Minute Quarters) = $35.00
    • Regulation Fields = $40.00
  • 1.7.3 Tardy Referee: After a 15 minute grace period, a game may be started with an official that is agreed to by both coaches.
  • 1.7.4 Tardy Team; after a 15 minute grace period, a team will be considered as a 'no-show'. (See Rule 1.1)
  • 1.7.5 The team/community forfeiting a game is required to pay the referee fee for that match.
  • 1.7.6 It is a requirement for all SRSL referees to attend the SRSL Referee Rules familiarization conference scheduled in August for the Fall Season, and in March for the Spring Season.
    • 1.7.6.1 The Center (Game) referee must complete and submit the Incident Report via email, within 2 days of the game that he officiates.

1.8 - General procedures for Players, Coaches, Spectators

  • 1.8.1 Players and coaches to position themselves on one side of the field.
    • 1.8.1.1 Teams to stay on own half of field, (Mid line to goal line) 3 feet from the side line.
    • 1.8.1.2 Maximum of 3 coaches per team on coach's side.
    • 1.8.1.3 Smoking is prohibited on the Coach/Team side.
    • 1.8.1.4 Spectators to be opposite the teams.
  • 1.8.2 Coaching is prohibited from the spectator side.
    • 1.8.2.1 No one is allowed in the end-zone during a game.
    • 1.8.2.2 The coach is responsible for his team's parents and spectators.
    • 1.8.2.3 All protests, disagreements or request for reviews, must be in writing and submitted in a timely manner addressed to the SRSL Board along with a check for $50.00 payable to the city league of the requesting entity.
